Veizik for Apple Silicon — 2026.10.02-r6.5

`veizik devices disable`, `veizik devices enable` and `veizik deactivate` now work on a Mac — the activation server used to refuse them with `target_required`, although the r6.3 and r6.4 notes said they worked. The engines are byte-for-byte the r6.1–r6.4 engines; only the `veizik` command changed.
